Lebanon: Consultant with NCSC on  the:
 “Project to strengthen the independence of the judiciary and citizen Access to justice in Lebanon”
A USAID project implemented by the National Center for State Courts

The objective of this consultancy is to (1) provide training to judges and clerks of the Project’s model/pilot court in better ways of serving the public, and modern court management methods that use automation, (2) advise on the creation of case management applications software, and (3) create a body of training materials and a how-to pamphlet on execution of judgments for unrepresented litigants.

After conducting an in depth analysis of the needs in Lebanon, Syria, Saudi Arabia and Bahrain he produced the by-laws of EAD then proceeded to legalize this NGO whose main objectives are to promote equal access to quality education as well as planning and implementing sustainable educational systems trough concerted and coordinated efforts of the public and private sectors with the active participation of the local communities and international community. All this in accordance to the directives of the  « Meilleures Pratiques de la Gestion du Cycle de Projet (PCM)”   
Objectives:

• Promote special education programs in all Arab countries
• Teachers training for inclusion, integration and quality education
• Providing technical support for educational institutions
• Promoting social awareness of health and education needs in view of current trends and tendencies.
• Planning and conducting workshops and seminars for coordinators, professors and directors of educational institutions.
• Provide family support for parents with special needs children.

Work with ministries for passing new laws that guarantee the rights to education for special needs and gifted children

Jordan  ERfKE Support Project

• Consultant with the MoE –Jordan for quality Education Program.
• Responsible for the planning of the community involvement program for the secondary school level.
• Responsible for the professional development program for the coordinators and authors in the MoE
• Team leader for the quality assurance team for evaluating the textbooks produced by the authoring teams
• Trainer of the teams responsible for modifying the produced textbooks according to the recommendations of the quality assurance report.

• Consultant and trainer for UNESCO Iraq
• Trained 24 members of the Iraqi MoE for the production of the “ Textbook production and distribution policy” that was produced after a series of workshops that lasted for two months and included the foillowing topics:

Jordan “ ERfKE Project “

• Needs assessment and program planning.
• Member of the steering committee with the MoE Jordan and ESP-Jordan  to identify trhe needs of the public schools across Jordan.
• Member of the task force for quality assessment of the Education Sector and the promotion and standardization of educator competencies through 
• Training the authoring team of the MoE for producing 19 teacher’s Guides for the MIS program.
• The production of a universal template and a set of formats for textbook production.
• Promoting hands on activities in all subjects with focus on the practical application of acquired skills and knowledge.
• Defining key competencies to be reinforced across the curricula

Tunisia
Worked for the “Development and Modernization Program of Higher Education by putting forward recommendations for the National Strategy and five year plan with defined milestones for the program implementation.
Conducted the needed ground work for the implementation of the Educational and development  strategy and Employability enhancement program in the 7 universities: Sousse, Sfax, Gabès, Gafsa, Kairouan, Monastir, Jendouba
Responsible for the planning of the objectives of the mission.
Objectives: (in French as defined by the TdR)

• Évaluation de la maturité de l’implémentation globale de l’employabilité et de la stratégie d’harmonisation,
• Identification des Écarts Stratégiques,
• Analyse et Recommandations d’Actions Stratégiques pour réduire les écarts,

Résultats accomplis:

• Évaluation de l’Amélioration des Plans Stratégiques de 7 universités régionales en dehors de Tunis et harmonisation avec le Plan Stratégique du Ministère de l’Éducation et de la Recherche Scientifique et Technique,
• Implémentation du mécanisme d’Ajustement pour le renforcement des relations entre les Universités et le Ministère de l’Éducation, et autres ministères concernés : de l’Économie, de l’Emploi … 
• Sélection d’outils d’analyse et de prise de décision, Identification des indicateurs de performance afin d’aligner les stratégies du Système Éducatif avec les objectifs budgétaires et économiques attendus par le Gouvernement.
• Formation de 83 Décideurs,
• Coaching pour la préparation du Plan d’Implémentation dans 7 universités,
• Organisation et Management d’un Séminaire de Révision Finale.

Conseiller du Ministère de l’Éducation dans l’élaboration et l’implémentation de la Réforme du Secteur Éducatif en Jordanie: 

• Durant 6 mois, il a formé l’équipe du Ministère de l’Éducation Jordanienne sur la manière d’évaluer le processus d’apprentissage dans sa globalité.
• Avec le Programme d’Appui à l’Éducation (ESP), il a contribué au programme « De l’École à la Profession » à travers la rédaction d’un manuel, l’élaboration du programme en entier, et la formation des formateurs pour transformer le manuel en actions mesurables (instructions, élaboration de système, checklists, et application normalisée), et la rédaction d’un guide de ressources de 180 pages.

Révision du Guide des Enseignants et de la procédure d’Assurance Qualité.
Deux ateliers de travail, chacun d’une durée de 3 jours, le 1er à Amman et le 2nd à Aqaba (60 participants par atelier).
Les groupes comprenaient: des coordinateurs du Ministère de l’Éducation, des conseillers scolaires, des parents, des étudiants, des hommes d’affaires privés, des directeurs d’établissements scolaires et des enseignants.
Le but de ces ateliers était de:

• Former les participants à l’animation des activités du programme « De l’École à la Profession » dans chaque établissement scolaire : concentration sur la promotion de la sensibilisation touchant la carrière professionnelle
• Établir des partenariats entre les écoles publiques et les écoles privées à travers des groupes de travail locaux.

Ceci comprenait le fait d’identifier les parties prenantes et de monter une campagne pour s’assurer leur participation, et de planifier des activités entre le secteur privé, les écoles, et les collectivités locales.
